Murphy, who has represented his district since winning a special election in 2019, has consistently secured reelection by significant margins. In 2024, he defeated Gheorghe Cormos with 77.4% of the vote; in 2022, he prevailed over Barbara Gaskins with 66.9%; in 2020, he won against Daryl Farrow with 63.4%; and in 2019, he defeated Allen Thomas with 61.7%.

The ongoing dispute over government funding centers on partisan disagreements in Congress, with Senate approval requiring a 60-vote threshold. Continuing resolutions (CRs) are often used as temporary measures to keep the government operating while longer-term agreements are negotiated.
