North Carolina State Representative Gregory F. Murphy said that President Trump and the Republican Party have committed to reducing “wasteful spending” within the federal government.

“President Trump and Republicans committed to the American people that we would eliminate wasteful spending in our federal government,” said Rep. Gregory F. Murphy.

According to a press release, Murphy expressed approval for the passage of H.R. 4, known as the Rescissions Act, which aims to cut funding for foreign aid programs managed by the State Department and the United States Agency for International Development (USAID), as well as reduce spending on public broadcasting at the Corporation for Public Broadcasting.

H.R. 4, officially titled the Rescissions Act of 2025, proposes rescinding $9.4 billion in unobligated funds previously allocated to various entities including the Department of State, USAID, several independent agencies, and the Corporation for Public Broadcasting. These rescissions were proposed by President Trump under the Congressional Budget and Impoundment Control Act of 1974 and require Congressional approval to be enacted into law, according to Congress.gov.

Murphy said in a press release that “this rescissions package delivers on that promise by eliminating funding for absurd, hyper-partisan initiatives and woke organizations that use taxpayer dollars to push their political ideologies.” He emphasized the importance of being responsible stewards of resources and focusing on causes that “help uplift America and unite us, rather than divide us.”

The bill targets funds designated for a range of international programs and activities. These include contributions to international organizations, peacekeeping efforts, global health initiatives, migration and refugee assistance programs, and economic support funds. It also includes cuts to USAID operating expenses and other entities such as the Inter-American Foundation, U.S. African Development Foundation, U.S. Institute of Peace, and public broadcasting.

Murphy is currently serving his fourth term representing North Carolina’s Third Congressional District. He is involved in several committees including the House Ways and Means Committee and the House Veterans Affairs Committee. Additionally, he co-chairs the House GOP Doctors Caucus. Murphy holds degrees from Davidson College and the University of North Carolina’s School of Medicine and is recognized as the only practicing surgeon in Congress.
