COUNTY OF PITT: Public Hearing On Monday, August 8, 2022

County of Pitt issued the following announcement on Aug. 5.

Notice is hereby given that a Public Hearing will be held at 6:00 PM on Monday, August 8, 2022 in the Eugene James Commissioners Auditorium, Pitt County Administration Building, 1717 West Fifth Street, Greenville, NC, pursuant to the provisions of 24 CFR § 570.486 to receive citizens’ comments on a proposed application for funds from the Rural Economic Development Block Grant Coronavirus (CDBG-CV) North Carolina Department of Commerce, Community Development Block Grant Coronavirus (CDBG-CV) Program for purposes of emergency assistance to households that are at imminent risk of eviction and/or utility disconnection due to COVID-19. 

This hearing will be part of a regular meeting of the Pitt County Board of Commissioners. This hearing is required as part of the closeout process of the CDBG-CV grant that was awarded to Pitt County in December, 2020 in the amount $899,484 authorized by the federal Coronavirus Aid, Relief, and Economic Security (CARES) Act. This Grant was scheduled to close-out on 9/17/2023, however, Pitt County ended the program in March, 2022 due to a lack of interest from the public as applications had dramatically decreased. At the close of the Community Development Block Grant, Pitt County received a total of 1,139 applications for Utilities and 165 applications for Evictions. Of those applications, 264 applications for Utilities were approved and 29 applications for evictions were approved. There were 780 applications for utilities denied and 126 applications for evictions denied. Withdrawn applications for utilities were 95 and withdrawn applications for evictions was 10.

The total allocation awarded was $899,484 with $809,670 for Utilities and/or Evictions and $89,814 for administrative costs associated with the grant. We issued $150,767.20 for direct Utilities/Evictions expenditures and $81,934.43 for a total of $240,581.20.  We will be returning a total of $733,640.08

The public is invited to participate in the hearing at which time there will be an opportunity to provide input on the above item. Those who wish to speak during the meeting may call the Clerk to the Board at 252-902-2950 until 5:00 PM on Monday, August 8, 2022 to receive instructions on how to participate virtually. Members of the public may also submit written comments at https://tinyurl.com/EvictionAndUtilityAssistance until Friday, August 5, 2022 or to the Pitt County Clerk to the Board via email to Kimberly.hines@pittcountync.gov; or via regular mail to the Clerk’s attention at 1717 West Fifth Street, Greenville, NC 27834. Written comments will be received via email or regular mail until 5:00 PM on Monday, August 8, 2022 and will be read into the record during the time allotted for the public hearing.

This meeting can be viewed by the public on PittTV (Suddenlink Cable channel 13) or the Pitt County YouTube channel (www.youtube.com/PittCountyNC). Members of the public may also call the Clerk to the Board of Commissioners at 252-902-2950 for access to a listen-only option.
