State Rep. Murphy: 'We must keep PBM reform' which the 'insurance lobby is fighting hard to get it out'

Rep. Gregory F. Murphy emphasized the necessity of maintaining Pharmacy Benefit Manager (PBM) reform in the Continuing Resolution, asserting that the insurance lobby is actively attempting to remove it. This action, he said, would "fraudulently" increase drug prices for American patients. Murphy made this statement in a December 14 post on X.

"We must keep PBM reform in the Continuing Resolution," said Gregory F. Murphy, Representative. "The Insurance lobby is fighting hard to get it out. They are fraudulently elevating drug prices for all American patients. Please call or write your Congressman and Senator to demand PBM reform!"

On December 4, 2024, Congressman Greg Murphy participated in a bipartisan press conference urging Senate Majority Leader Chuck Schumer to address PBM abuses by passing the Lower Costs, More Transparency Act. According to a press release by Murphy, PBMs act as intermediaries between drug manufacturers, insurers, and pharmacies but have been accused of inflating drug prices, limiting medication access, and undercutting independent pharmacies.

The Pharmacy Benefit Manager Reform Act was introduced on April 27, 2023. According to Congress.gov, it requires PBMs to report key information about prescription drugs and costs to health plans, including rebates and fees received from manufacturers. It also prohibits spread pricing—where PBMs charge higher prices than what pharmacies pay—and mandates that PBMs remit all rebates to plan sponsors with civil penalties for violations.

Murphy is serving his third term as the representative for North Carolina’s Third Congressional District, which encompasses much of Eastern North Carolina. He is a member of several committees including the House Ways and Means Committee and the House Veterans Affairs Committee. Additionally, he co-chairs the House GOP Doctors Caucus. According to House.gov, Murphy holds academic credentials from Davidson College and the University of North Carolina’s School of Medicine and is currently the only practicing surgeon serving in Congress.
